An application to demolish Heaps Rice Mill has been refused by Liverpool City Council.
The application sought permission to demolish the mill, which lies in the buffer zone of the city’s World Heritage site. The deadline for deciding this application was today.
In its decision to refuse, the planning authority said as no permission has been granted to redevelop the site there were no detailed proposals for the restoration of the cleared land and it was considered that if left untreated it would detract significantly from the visual amenity of the area and have a negative impact on the ‘buffer zone’ of the World Heritage Site.
Consultations are still taking place on a planning application to develop the site but the council will not make a decision on this until English Heritage have reported on request to list the building.
