E-scooter FAQs

From Sunday 1 February 2026, Bolt will be bringing 2,000 e-scooters to Liverpool. The e-scooters will be available to rent 24 hours a day, 7 days a week, and can be ridden anywhere in the city.

Below, we take a look at the most frequently asked questions.

What will happen to the Voi scooters?

Voi e-scooters will be available up until Sunday 1 February, when the switch to Bolt will take place.  After 1 February Voi will collect their remaining e-scooters from the streets.

How do I rent an e-scooter?

First, download the Bolt app and create an account. Once set up, use the in-app map to locate a nearby scooter. When you find one, scan the QR code on the scooter to unlock it.

How much will rides cost?

Bolt scooters offer an affordable way to get around the city. The total ride cost includes a small unlock fee and a per-minute rate. Frequent riders can save with weekly and monthly passes. Before starting a trip, you can check the current pricing directly in the Bolt app.

Bolt will also introduce a distance-based pricing option for riders, allowing users to pay per mile rather than per minute.

How do I ride an e-scooter?

Always wear a helmet before riding. Place one foot on the scooter deck and push off with the other. As you gain momentum, gently press the throttle to accelerate. Use the handlebars to steer and the hand brake to slow down or stop. Always ride with care and follow traffic rules to stay safe.

How fast do Bolt scooters go?

Bolt’s e-scooters have a maximum speed limit of 12.5mph.

How old do I need to be to ride one?

You must be 18or older to register with Bolt. To ride a scooter, you must hold at least a provisional driving licence. Anyone using another person’s e-scooter account will not be insured and may be liable in the event of an accident. You do not need to have a provisional driving licence to use a Bolt e-bike. 

Can e-scooters be ridden on the pavement?

E-scooters should never be ridden on the pavement. They must only be ridden on public roads and cycle lanes.

What are you doing to prevent inconsiderate parking?

Users must submit a photo at the end of their ride. Bolt’s AI-based photo validation and geofencing will check whether a scooter has been parked properly. Improper parking may result in a fine.

How do I report a badly parked e-scooter?

If you see a scooter blocking the pavement, or parked where it shouldn’t be, you can report it via the Bolt app, or online.

How will you prevent drunk riding?

Bolt uses an in-app cognitive reaction test to prevent drunk riding.  

Can I ride my personal e-scooter in Liverpool?

Privately owned e-scooters must only be used on private land, with the explicit permission of the landowner. They can’t be used on public roads, pavements, cycle lanes or parks.

E-scooters are classed as motor vehicles under the Road Traffic Act. This means that they require insurance, tax and registration, which are not currently available for private e-scooters.
